“The review of the High Street by Mary Portas recognises the importance of the social, as well as the commercial function of town and city centres and is to be welcomed – town and city centres are indeed, multi-functional spaces. The recommendation of ‘town teams’ to create plans for the future development of individual high streets seems to me to be a very similar to the concept of town centre management (TCM) which has been around since the early 1990s.”
